What does ‘Literate’ mean?

In our English module today we discussed Language and Literacy, looking at theories and the history of policies over the last 20 years.  What are your thoughts on the meaning of ‘being literate’?  Is it simply being good at reading and writing?  How many more elements should it cover today?  Leave me a comment and let me know your thoughts!
